The Council reviewed and adopted the Rules of Procedure of the WIC Council, the List of WIC New Members, the setup of WIC’s Zhejiang Office, and other issues. |
Chair Zhuang Rongwen meets with GSMA CEO John Hoffman | On May 17, Chair Zhuang Rongwen met with John Hoffman, CEO and Director of GSMA Ltd., in Beijing. Mr. Zhuang thanked GSMA for its support to international exchanges and cooperation as well as the work of WIC and exchanged views with Mr. Hoffman on topics such as innovation and development of 5G and international cooperation in mobile communication. Mr. Zhuang expressed hopes that GSMA would play a greater role in WIC’s development by further leveraging its role as WIC’s Initial Member. Mr. Hoffman spoke highly of China’s great achievements in Internet development and governance and the development of 5G applications, saying that GSMA looked forward to deepening cooperation with the WIC to create more value for the innovative development of new mobile Internet technologies and applications. |

Secretary-General Ren Xianliang meets with Lu Lan, Director of the Cyberspace Administration of Shandong Province | On May 15, Secretary-General Ren Xianliang met with the team led by Lu Lan, Director of the Cyberspace Administration of Shandong Province, in Beijing. Mr. Ren pointed out that AI technology and AI industrial applications were growing rapidly, and AI was at a critical juncture of transformation. He expressed hopes to work closely with Shandong to make sound preparations for Nishan Dialogue on Digital Civilization and jointly promote the building of a community with a shared future in cyberspace. Ms. Lu Lan said that the Shandong Provincial People’s Government attached great importance to the preparation and would strive to organize a successful event. |
WIC and Dunhuang Academy organize the Member Day Activity on “Digital Dunhuang” | On May 19, the World Internet Conference (WIC) and Dunhuang Academy jointly organized the Member Day Activity on “Digital Dunhuang” and held a briefing session on the collection of Practice Cases of Jointly Building a Community with a Shared Future in Cyberspace for 2023. At the briefing session, the WIC reviewed the previous collection and release of practice cases and outlined event arrangements for 2023. Representatives from Dunhuang Academy shared their experience on the case of “Digital Dunhuang”. During the event, WIC member representatives visited the “Digital Dunhuang” project, which served as an integrated digital resource protection system for safeguarding the digital resources of large caves. They also discussed Dunhuang’s achievements in preserving cultural heritage. |

WIC holds a briefing session to call for submissions to the 2023 World Leading Internet Scientific and Technological Achievements and Practice Cases | On May 23, The World Internet Conference (WIC) held a briefing session to call for submissions to the 2023 World Leading Internet Scientific and Technological Achievements and Practice Cases of Jointly Building a Community with a Shared Future in Cyberspace, in Beijing. The meeting was attended by representatives from over 30 WIC members, government departments, embassies in China, business associations, and industrial institutions. The call is now open to government departments, international organizations, social organizations, scientific research institutions, universities, technical communities, enterprises, and innovation teams around the world. The deadline for the submission is June 21. At the meeting, the WIC Secretariat introduced the application, review and release of the 2023 World Leading Internet Scientific and Technological Achievements and Practice Cases. Call for exhibitors to the Light of Internet Expo is now open | To fully showcase the world’s excellent Internet technologies, products, and application achievements while promoting industry exchanges and cooperation in the Internet field, the call for exhibitors to the 2023 WIC “Light of the Internet” Expo is now open. The Expo will be held in Tongxiang City, Zhejiang Province in the autumn of 2023. The Expo includes exhibition activities and the launch of new products and technologies. The exhibition activities will be held both offline and online, and will provide a display platform for well-known Chinese and foreign enterprises, entrepreneurial and innovative enterprises and teams, and relevant institutions. The WIC “AI For Good” Program calls for submissions | In order to further promote the use of AI technology for public welfare, the WIC launched the “AI For Good” program to build a platform, form a common concept of using AI technology for the benefit of humanity, build ecosystem, share practical experience and nurture the international community’s commitments. The WIC now calls for submissions from the international community on public welfare programs with respect to the application of AI technology in culture, education, health, disability services and other fields to demonstrate the important role of AI in enabling different regions and groups around the world to share development opportunities. Typical programs will be selected to form the “WIC AI For Good Action Plan”, and a launch ceremony will be held during the WIC Nishan Dialogue on Digital Civilization. |

WIC to hold Nishan Dialogue on Digital Civilization focusing on AI
|
With “The Age of AI: Building a Digital World of Exchanges, Mutual Learning and Inclusiveness” as the theme, the WIC Nishan Dialogue on Digital Civilization will be held in Nishan, Qufu, Shandong Province, from June 25 to 27, 2023. Hosted by the WIC and organized by the People’s Government of Shandong Province, the Dialogue will focus on such topics as “Building a Secure and Trusted AI”, “AI Empowering Industries”, and “Where Human Civilizations Go in the AI Era”. Representatives will gather in Nishan, an important cultural and historical site in China, to discuss the opportunities and challenges brought by AI technologies to human civilizations, promote exchanges, mutual learning, and inclusiveness among different civilizations in the AI era, and work together to build a community with a shared future in cyberspace.

| On April 18 - the International Day for Monuments and Sites, Digital Sutra Cave, a participatory museum jointly developed by Dunhuang Academy and Tencent under the guidance of the National Cultural Heritage Administration (NCHA), was officially launched. The public can experience the Digital Sutra Cave via the Wechat mini-app of “Virtual Tour of Dunhuang on the Cloud” or the official website of “Digital Dunhuang”. The Cave leverages gaming technologies, such as HD digital photography and scanning, physical rendering of game engine and global dynamic illumination, to vividly reproduce the Cave and the historical scene of the Cave containing over 60,000 precious ancient documents and artworks. It allows the public to travel back in time to the late Tang Dynasty, the Northern Song Dynasty and the late Qing Dynasty to engage in the rich history of the Dunhuang Sutra Cave, and appreciate the value and charm of Dunhuang’s culture and art. |

| On April 26, Zhou Hongyi, founder of 360 Group, publicly demonstrated the iterative progress of “360 Smart Brain”, which showed excellent multi-round dialogue ability on the spot and won praise from the industry. “360 Smart Brain” is an AI-based product matrix developed on a 360GPT model. At present, it has been embedded in 360’s searching scenario and is open for test. Zhou Hongyi said that China’s untapped GPT market was to provide SaaS services for SMEs, and 360 Group would continue to consolidate its AI strength and empower the digital transformation of SMEs. |

Cyber Defense Magazine (CDM), the industry’s leading electronic information security magazine, announced winners of the global InfoSec Awards at the RSAC 2023. | On May 2, Baidu made a breakthrough in the field of bio-computing, and its research result - LinearDesign, was successfully published in Nature, the world’s top academic journal. This is the first time that a Chinese tech company has published in Nature as the first author. The paper has also been allowed to publish via the Accelerated Article Preview (AAP) and it is also the first paper on AI’s application in mRNA that was published on CNS journals. Baidu’s research result was highly recognized in the global scientific research community. |

| Facing the increasing demand for computing power, Nokia Shanghai Bell helped China Unicom to complete the building of a 400G C+L ultra-high speed transmission experimental network. 400G WDM/OTN ultra-high-speed transmission technology is steadily improving. In order to better meet the rising demand for the backbone network and the intra-province ultra-high-speed bandwidth, under the unified planning and guidance of the Network Department of China Unicom Group, China Unicom Cloud Network Center, China Unicom Shandong, China Unicom Research Institute, China Information Technology Designing & Consulting Institute (CITC) and Nokia Shanghai Bell jointly built a 400G(PCS-16QAM)/C+L transmission experimental network, to serve the development of digital economy in China through green and energy-saving networks with greater capacity and better performance. |
| On May 17, Elon Musk announced Tesla’s new R&D progress on autonomous driving technology at the 2023 Annual Shareholder Meeting. He said that in the future, a Tesla EV equipped with Full Self-Driving Capability (FSD) would be safer than human driving, and the accident rate would be reduced by at least 10 times. According to the current situation of FSDBeta used in North America, Tesla had been safer than human driving and smoother than manual driving. Take the Autopilot Drive-Assist System installed on Model 3/Y as an example. In 2022, this technology made driving 8.5 times safer than the average level in the United States. |

| Recently, under the guidance of the IMT-2020 (5G) Promotion Group, Qualcomm has joined hands with industry partners ZTE, Xiaomi and B&M to demonstrate two typical applications based on 5G millimeter wave technology at the Huairou test site. These include real-time transmission of 8K ultra-high-definition video uplink for major events and activities, and split XR rendering technology that provides basic technical support and guarantee for the Metaverse. This is another milestone in Qualcomm’s commitment to promoting the maturity and development of 5G millimeter waves, fully demonstrating the stability and maturity of the millimeter wave ecosystem, and providing positive exploration and reference for the commercialization of millimeter wave technology in China. |
